Financial Assistance Programs

FSL provides a wide range of financial assistance programs to Arizonans experiencing financial hardships.  The types of funding available and eligibility criteria varies for each program.  Please read below to learn about current financial assistance programs that may be available to you.  Should you need assistance determining your eligibility, please use the contact information specific to that program.  If you do not see the type of assistance you need listed below, please contact our Care by Design care coordinators who can help to identify other programs that may be available to assist you.

Air Conditioning Repair or Replacement Available for Eligible Metro Phoenix Homeowners

Along with our generous partners, APS and SRP, we are providing 100% free repairs and/or replacement of air conditioning systems to qualified homeowners in La Paz, Maricopa, Pinal and Yuma counties.  This program was created to eliminate heat-related hazardous from vulnerable, low-income households.  

To combat heat-related emergencies in out community, the Healthy Homes Air Conditioning Program will be offered seasonally, May through October.

Eligibility Criteria:

  • Applicant must own the home within La Paz, Maricopa, Pinal or Yuma county
  • Priority will be given to the elderly, persons with disabilities, or small children in the home
  • Availability is very limited and subject to available funds
  • Household income requirements follow Federal Poverty, as below:

Emergency Home Repairs for those Experiencing Financial Hardships

We are partnering with Maricopa County Human Services Department to provide the Maricopa County Emergency Repairs Program.  This program was created to help low-income homeowners, and those experiencing financial hardships, to obtain emergency home repairs which they may otherwise be unable to afford.  Hope repairs such as roofing, plumbing, electrical, ADA accommodations, safety hazards, security doors/windows, clean-up of pests, and issues related to hoarding are all very costly. Approved homeowners may qualify for up to $15,000 in funding to cover these necessary emergency repairs.

Eligibility Criteria:

  • Applicant must own the home within Maricopa County and proof of homeownership is required
  • Priority will be given to the elderly, persons with disabilities, or small children in the home
  • Availability is very limited and subject to available funds
  • Household income must be at or below 80% AMI.
Renters can submit for minor emergency repairs that a homeowner or landlord will not cover such as small ADA accommodations or assistance with bio-hazard clean-up. Weatherization Assistance Programs

We are proud to partner with Maricopa County, city of Phoenix, and city of Tucson to provide weatherization assistance programs for homeowners in these areas.  **Please note that all programs listed below currently have waitlists.

Household income for all of the following programs must be at or below 200% of the current Federal Poverty Level (FPL) guidelines.

Maricopa County

Maricopa County homeowners living outside the cities of Phoenix and Mesa may receive weatherization services to improve the health and safety of the home and environment by increasing energy efficiency and conserving natural resources.

Weatherization measures include, but are not limited to:

  • Installation of energy-efficient light bulbs, smoke alarms, and insulation
  • Repair or replacement of water heaters, air conditioners, and insulation

City of Phoenix

The Weatherization Assistance Program offers financial assistance to eligible low to moderate income households to help reduce heating and cooling costs by improving the energy efficiency of the property.

Weatherization improvements may include, but are not limited to:

  • Tuning, repairing or replacing heating and cooling systems
  • Sealing ducts and air leaks around the property
  • Health and safety tests for carbon monoxide and gas leaks
  • Ensuring proper levels of insulation and much more

City of Tucson

The Tucson Weatherization Assistance Program enables low-income households to reduce their utility bills by making their homes more energy efficient. An emphasis is placed on assisting the elderly, the disabled, and high energy users.

Weatherization measures may include, but are not limited to:

  • Air sealing to reduce filtration
  • Testing, tuning and maintaining heating and cooling systems
  • Pipe and duct insulation
  • Testing hot water heaters, stoves and refrigerators for energy efficiency and safety
