Financial Assistance Programs

FSL provides a wide range of financial assistance programs to Arizonans experiencing financial hardships.  The types of funding available and eligibility criteria varies for each program.  Please read below to learn about current financial assistance programs that may be available to you.  Should you need assistance determining your eligibility, please use the contact information specific to that program.  If you do not see the type of assistance you need listed below, please contact our Care by Design care coordinators who can help to identify other programs that my be available to assist you.

Air Conditioning Repair or Replacement Available for Eligible Metro Phoenix Homeowners

Along with our generous partners APS, Phoenix IDA,  Phoenix Community Development & Investment Corporation (PCDIC) and SRP we are providing 100% free repairs and/or replacement of air conditioning systems to qualified homeowners throughout metropolitan Phoenix.  This program was created to eliminate heat-related hazardous from vulnerable, low-income households.  

To combat heat-related emergencies in out community, the Healthy Homes Air Conditioning Program will be offered seasonally, May through October.

Eligibility Criteria:

  • Applicant must own the home within the Metro Phoenix area
  • Priority will be given to the elderly, persons with disabilities, or small children in the home
  • Availability is very limited and subject to available funds
  • Household income requirements follow Federal Poverty, as below:

Emergency Home Repairs for those Experiencing Financial Hardships

We are partnering with Maricopa County Human Services Department to provide the Maricopa County Emergency Repairs Program.  This program was created to help low-income homeowners, and those experiencing financial hardships, to obtain emergency home repairs which they may otherwise be unable to afford.  Hope repairs such as roofing, plumbing, electrical, moisture issues such as mold, mildew or standing water, ADA accommodations, safety hazards, security doors/windows, clean-up of pests, and issues related to hoarding are all very costly. Approved homeowners may qualify for up to $15,000 in funding to cover these necessary emergency repairs.

Eligibility Criteria:

  • Applicant must own the home within Maricopa County and proof of homeownership is required
  • Priority will be given to the elderly, persons with disabilities, or small children in the home
  • Availability is very limited and subject to available funds
  • Household income must be at or below 80% AMI.

Renters can submit for minor emergency repairs that a homeowner or landlord will not cover such as small ADA accommodations or assistance with bio-hazard clean-up.

Help with Southwest Gas Bills

We are proud to partner with Wildfire Agency to provide assistance through the HEAF-SWG Energy Share Bill Assistance Program.  This program can assist clients with current and past due charges, including deposits, late charges, reestablishment fees, and other related costs or fees.  An account credit is available for customers experiencing financial crisis. 

Eligibility Criteria:

  • Household income must be at or below 200% of the current Federal Poverty Level (FPL) guidelines or client must have a verified financial crisis.
  • Client or household member must be the customer of record for Southwest Gas.
  • Applicants with household income above 200% of FPL must be experiencing a financial crisis; documents verifying crisis must be provided.

After ALL the required documentation has been received, a FSL caseworker will contact you within 5 – 7 business days to discuss any issues with documentation or to schedule an application appointment via phone.  

*Failure to provide the required documents will significantly DELAY the application process.

Required Documentation:

  • Household income for the last 30 days
  • Financial crisis documentation
  • Most recent Southwest Gas bill
  • Service address on Southwest Gas bill must match address on identification
  • Each household member will need to provide a form of identity verification
  • Must provide Social Security number for ALL household members at time of application

Help with Utility Deposits or New Appliances

We are proud to partner with Wildfire Agency to provide assistance through the Home Energy Assistance Fund – Utility Repair, Replacement and Deposit Program (HEAF-URRD). 

This program can assist clients with deposits for any utility company.

  • Utility deposits included in a client’s rental agreement and collected along with rental payments are eligible for assistance.
  • A copy of the rental agreement or a note from the landlord is required.
  • Maximum award amount = $3,000.00 in a 12-month period

Eligibility Criteria for Deposit Assistance:

  • Household income must be at or below 200% of the current Federal Poverty Level (FPL) guidelines.
  • Primary applicant must be a U.S. citizen or legal resident.  Documents verifying citizenship/legal resident status must be provided.

This program can also assist clients with repairs or replacement of existing utility-related appliances.

  • Replacement of appliances may be approved only in cases where appliance is found to be inoperable with repairs.
  • Replacement appliances must have an Energy Efficient Rating.
  • Replacement must be for primary appliance.
  • Maximum award amount = $3,000.00 in a 12-month period

Eligibility Criteria Appliance Repair/Replacement:

  • Household income must be at or below 200% of the current Federal Poverty Level (FPL) guidelines.
  • A Health and Safety crisis, which endangers the health and safety of the household must exist for appliance replacement. Crisis reason must be stated on application.
  • Primary applicant must be a U.S. citizen or legal resident.  Documents verifying citizenship/legal resident status must be provided.
  • The applicant must be the owner of the appliance or system to be repaired and/or replaced.
  • Eligible Appliances include: Water Heaters, Cooking Stoves/Ovens, Microwaves, Furnaces, Air Conditioners, Evaporative Coolers, Refrigerators, Washers, and Dryers.

After ALL the required documentation has been received, a FSL caseworker will contact you within 5 – 7 business days to discuss any issues with documentation or to schedule an application appointment via phone.  

*Failure to provide the required documentation will results in the DENIAL of the application.

Required Documentation for both HEAF-URRD Programs:

  • Utility bill / letter of deposit
  • Proof of appliance ownership (for appliance repair/replacement)
  • Household income for the last 30 days
  • Health and Safety crisis reason (for appliance replacement only)
  • Address verification
  • Proof of Citizenship / Legal Residency for Applicant
  • Must provide Social Security number for ALL household members at time of application
  • Each household member will need to provide ONE form of identity verification

Rent, Utility and City Service Assistance for City of Phoenix Residents

We are proud to partner with Wildfire Agency and City of Phoenix to provide the Emergency Rental Assistance Program. 

This program can assist clients with:

  • Rent (including late fees)
  • Utility bills (electric and gas)
  • City Services bill (water and trash)

Eligibility Criteria:

  • Must be a Phoenix resident
  • Must be able to show financial impact due to the COVID-19 pandemic
  • Income at or below 80% of Area Median Income ($62,250 for a family of 4)
  • Unemployed and/or receiving unemployment benefits
  • Assistance for rent and utility obligations incurred after March 13, 2020

Payment Amounts:

  • Rental arrears – up to 12 months of assistance
  • Forward rent – residents may qualify for 3 months forward rent once past due or arrears are paid in full and if household is unstable
  • Utility bills – (electric and gas) arrears and credits
  • City Services bill – (water and trash) arrears and credits
