About Carrie Smith
As Chief Operating Officer of FSL, Carrie is responsible for the regulatory oversight, financial management, staff development, and strategic initiatives of the organizations core home and community based services programs. For over 30 years she has been serving residents and community stakeholders by helping to confront issues of poverty, in order to assist the needs of seniors, vulnerable adults and their caregivers so they may continue to live as independently and safely as possible. She also creates innovative community-based care solutions that improve the quality of life for thousands of individuals each year. She holds a bachelor’s degree in social work and a master of business administration.

“My personal mission has always been to work with the poor and vulnerable in our community. When I look at big problems like poverty or public health, one individual or organization cannot solve these problems alone. It takes a strong, collaborative relationship. People have to come together to tackle these big issues.”
A Legacy in Weatherization
For over two decades, Carrie was the primary administrator for the FSL weatherization program. She helped to spearhead the development of the Southwest Building Science Training Center and the Arizona Home Performance with ENERGY STAR program. She has provided training for the U.S. Department of Energy in the areas of financial management standards related to 10 CFR Part 440 and 10 CFR Part 600 and on business development and marketing strategies and has presented at national, regional and local conferences.
In June 2023, Carrie is embarking on a new chapter in her career. After starting as a social worker at FSL and dedicating over 30 years to our organization, Carrie will be joining the U.S. Department of Energy (DOE) as their Program Manager, Weatherization Readiness and Retrofit.

While we’ll miss her dearly, we’re incredibly proud of her new role at the US Department of Energy. We have no doubt that she will continue to passionately advocate for families and individuals in need.”
Carrie’s journey from social worker to COO exemplifies her dedication and the incredible impact she has made during her time with FSL.
