What is Weatherization?
The U.S. Department of Energy’s (DOE) Weatherization Assistance Program (WAP) reduces energy costs for low-income households by increasing the energy efficiency of their homes, while ensuring health and safety. It is the nation’s single largest residential whole-house energy efficiency program.
According to the national evaluation, households save an average of $372 or more every year through weatherization improvements and upgrades. In addition to cost savings, weatherization measures lead to a variety of health benefits, including reduced thermal stress (from both heat and cold), reduced asthma inflammation, decreased emergency room visits, and more.
Weatherization is where health care meets housing and is an essential component to ensuring that Arizonans can age independently with dignity.

FSL is proud to hold the WAP contract for Maricopa County and Tucson, improving health for thousands of households each year through life-changing weatherization services.
Reduce your energy bills by making energy-efficient home modifications with this FREE program for low-income households. Our program aims to reduce energy usage in homes while ensuring health and safety. Our services include:
- Repair or replacement of air conditioners, water heaters, and other systems/appliances.
- Installation of insulation.
- Installation of energy-efficient LED light bulbs, CO/smoke detectors.
- Shade screens.


Eligibility Requirements
To benefit from our weatherization program, you must meet the following eligibility requirements:
- Must live within Maricopa County (excluding Phoenix and Mesa) OR Tucson
- Must own your home (renters may qualify upon review)
- Must meet income qualifications
